For full geographic detail, see the Saudi Arabia map and the United Arab Emirates map.

A kingdom and a federation

Saudi Arabia covers most of the Arabian Peninsula and was unified as a single kingdom in 1932. The United Arab Emirates is far smaller and much younger: six former Trucial States formed the federation on 2 December 1971 after British protection ended, and Ras Al Khaimah joined in early 1972. Each emirate keeps its own ruler. Abu Dhabi holds most of the country's oil and the federal capital, and Dubai built its wealth on trade, aviation, property and tourism.

The two share a land border. The 1974 Treaty of Jeddah set it, giving Saudi Arabia a strip of coast that separates the UAE from Qatar and most of the Shaybah oil field. Parts of that settlement were later disputed by the UAE.

Who lives there

The biggest social difference is the share of foreign residents. In the UAE, Emirati citizens are a small minority, roughly one in ten people, and South Asian workers make up the largest groups. Saudi Arabia also depends heavily on migrant labour, but most of its residents are Saudi citizens. That gives the kingdom a much larger domestic workforce and consumer market. The UAE's population, by contrast, rises and falls with its jobs market.

Both are Sunni-majority Muslim monarchies where Arabic is the official language. English is everyday business language in Dubai and Abu Dhabi. Saudi Arabia is home to Mecca and Medina, Islam's two holiest cities, and receives millions of Hajj and Umrah pilgrims each year.

Oil, diversification and rivalry

Both economies were built on hydrocarbons, and both are trying to depend on them less. The UAE started earlier. Dubai's port, airline and free zones turned it into a regional business hub. Saudi Arabia's Vision 2030 programme, launched in 2016, has opened the kingdom to tourism, entertainment and foreign investment. It also pushes regional headquarters to move to Riyadh, putting it in direct competition with Dubai.

They were close allies in the Yemen war from 2015. Their interests have since diverged. In December 2025 a Saudi-led coalition strike in Yemen hit a shipment that Riyadh linked to UAE-backed separatists, and the UAE announced it would withdraw its remaining forces. In April 2026 the UAE said it would leave OPEC from 1 May 2026, after 59 years of membership. Saudi Arabia remains OPEC's leading member. Both countries were also hit by Iranian missile and drone attacks during the regional war that began in February 2026.

Travelling between them

Riyadh and Dubai are about 870 km apart, a short flight (see Dubai to Riyadh). They are also linked by road through the Ghuwaifat–Batha border crossing. Both now issue tourist visas online, so a trip combining the two is far easier than it was before 2019, when Saudi Arabia first opened to leisure tourists.
